Mr. Cesar Llorens

Deputy Resident Representative, ADB Armenia Resident Mission, Project Officer of the Water Supply and Sanitation Project

From August 2010 to August 2012, Mr. Cesar Llorens had been seconded to ADB from the Ministry of Finance of Spain, working as Water Supply and Sanitation Specialist in CWUW. Prior to this, he worked as General Manager in Talleres Lominchar, Spain. His responsibilities included dealing with the commercial and technical aspects related to large hydraulic projects. He also worked as a Senior Technical Project Manager for EC-HARRIS in Spain, during which time he focused on water supply, wastewater, sanitation, drainage, and urban planning. He also worked on urban and periurban transport while serving as the Transport Project Manager in Vivendi (Connex-FCC) in France and Spain. Earlier in his career, he worked as an Urban/Technical Manager for DITASA in Spain. He has served as Urban Development Specialist in the Urban Development and Water Division of the Central and West Asia Department. Mr. Llorens was appointed Resident Mission in September 2014.
